The paper sector is an energy-intensive industry. The same holds true for the Kostrzyn-based paper manufacturing plant, member of the Arctic Paper group. Our old coal-fired CHP plant is an out-of-date facility, non-compliant with efficiency and environmental standards currently in effect. Having decided to construct a new CHP plant, the Board of Directors of Arctic Paper Kostrzyn S.A. started to look for a partner whose task would be to develop and construct the investment, and to operate the facility supplying electricity and process steam to the plant. After a period of negotiations, the Board decided to select Polish Energy Partners S.A. out of the group of 10 potential partners. After an in-depth analysis of the paper plant's business and its strategy of development, PEP specialists developed a conceptual framework of a new, combined source of electricity and heat (CHP) based on natural gas from local deposits. PEP prepared all documentation and analyses required to obtain conditions of construction and land development, developed procedures for the selection of General Contractor and draft contracts, and prepared economic analyses (Energy Cost Model). In particular, PEP negotiated and signed a 20-year contract for the supply of gas to the new CHP plant with Polskie Górnictwo Naftowe i Gazownictwo S.A. (Polish Oil and Gas Company). Arctic Paper group decided to change its investment strategy and drop the outsourcing option for this investment; instead, the project is to be completed as an in-house investment of the Kostrzyn paper plant. All set-up and design works completed by PEP are now used in the investment implementation process.
